Crossing into Mexico
Crossing is usually hassle free unless you are trying to bring in large quantities of food or materials. If this is the case, you can expect a delay of a half hour or more and a duty fee ranging on average between 10% and 25% of the value of your goods (The rate depends on the item). Hence, it is to your advantage to buy as much food as possible at the Tijuana Costco.
Crossing into the United States
Average wait is 45 minutes but 2 hours is not unheard of especially with heightened border security. Every participant needs a valid signed passport and Non-US Citizens must have appropriate visas.
